Part I

The U.S. government faces the dilemma of determining the relative likelihood of domestic conflicts developing according to the «Boston» model (dictatorship) or the «Texas» model (civil war). In 2008 information was leaked to the media about secret sessions of the House of Representatives at which congressmen discussed the possibility of the crash of the U.S. financial system, the development of disturbances into a civil war and the expediency of preventatively arresting potential «antigovernment elements» and isolating them in concentration camps. At that time, as a result of raising the threshold of the federal debt and the abatement of the first wave of the crisis, it didn't come to that…

The «civil war» model. In the opinion of a number of researchers and military analysts, the U.S. government has long been preparing for mass disturbances, which are expected within the next 5-10 years. The operations plan of the U.S. Army for 2016-2028 calls for conducting a wide array of military operations inside the country. The plans of the armed forces already include scenarios in which the army pacifies Americans who rebel under the influence of economic problems. Internal instructions which have become public illustrate plans for conducting military operations in the case of massive disturbances on the territory of the U.S. in which soldiers will put down uprisings, confiscate weapons and even shoot to kill.

The government may also use the services of private military companies (PMCs) such as Craft International and Xe Services LLC (previously called BlackWater), whose soldiers are recruited from the strongest commando units in the world.  Personnel of the Department of Homeland Security (DHS), a superagency with a staff of over 200,000 employees and a budget of tens of millions of dollars which controls all the federal intelligence agencies, will also participate in the operations. 

American authors have noticed that DHS employees, unlike other defense and law enforcement staff, do not swear to support and defend the Constitution when they take office and «have loyalty only to their paycheck» and the government which pays it. PMC personnel, who often do the dirty work, don't take any oaths either. Currently more money is spent on financing these private armies in the U.S. than on police.

Chris Kyle, president of Craft International, promotes his book American Sniper, which became a bestseller in 2012. The most famous sniper in U.S. history, who according to the Pentagon had eliminated over 160 people in Iraq, was killed by a Texas resident a few weeks before the terrorist attack in Boston.

Over the past 10 months the DHS has purchased thousands of automatic assault rifles, called «personal defense weapons», and over 2.2 billion firearm cartridges (including expanding «dum-dum» bullets, which are prohibited by international law for use in warfare). Considering that the U.S. Armed Forces used 5.5 million bullets a month in Iraq, this ammunition should be enough for 50 years of war; there are already 5-7 bullets for each American. Since early 2013, as part of the NO MORE HESTITATION project, American defense and law enforcement personnel are practicing shooting at new targets with photos of armed elderly people, teenagers and women (there have even been cases where policemen used photographs of their own sons holding guns as targets). The goal of the project, according to one of its developers, Michael Riggs, is to override «hesitation on the part of cops when deadly force is required on subjects with atypical age, frailty or condition» and «break that stereotype on the range, regardless of how slim the chances are of encountering a real life scenario that involves a child, pregnant woman, etc».

Through U.S. Army Command, the DHS has purchased 2,717 modified armored «defense vehicles» (manufactured by Navistar Defense) intended for use on city streets, and it has ordered 30,000 «drones», unmanned aircraft which carry weapons and video equipment and are already killing «America's enemies» in Pakistan, Africa and the Middle East. According to new American legislation which has declared the entire territory of the U.S. a «battlefield», the DHS now has the right to use drones to spy on and kill Americans. 

The authoritative newspaper The Daily Mail explained to its readers that the killing of U.S. citizens using tens of thousands of drones, which are to be put into service later this decade, «requires no evidence of a pending attack»; it is sufficient to announce that the victim is «linked to Al-Qaida» or with «international terrorism» in general. In connection with this, on March 5 of this year, media magnate Glenn Beck announced on prime-time television that «America is hemorrhaging» and «headed rapidly toward death»; after all, «When the government says they can use drones and just kill us without a warrant or a trial, my gosh, America certainly is dead…I’ve lost faith in my government, I’ve lost faith in the media, in banking, the justice system, some of our big-city police departments … I think I just didn’t have faith in the DMV 15 years ago. Now I question everything. I don’t have faith in any of it».

The «dictatorship» model. The likelihood of a transition to this model could be hastened by terrorist attacks like the one in Boston. If we try to avoid the «dictatorship» model, there is a risk that events will get out of hand and blow up into the «Texan» model. According to an editorial in The Financial Times on April 16, 2013, «In the coming days there will be intense debate about whether and how to tighten US domestic security following this outrage [the bombings in Boston. – N.M.]». 

Practically every week in the U.S. there are massive shootings, like the events on May 13 in New Orleans, but no one declares a national day of mourning or looks for «Chechen involvement»; they just gradually increase the intensity of the «anti-gun campaign». But in Boston, finding and arresting one wounded teenager took thousands of heavily armed policemen, armored vehicles and federal agents. And on April 19, the day after the capture of the surviving Tsarnaev and the explosions in Texas, the capital of Massachusetts was practically isolated from the world. In effect, the authorities established martial law in a city which together with its suburbs is one of the ten largest cities in the U.S. and one of the 50 largest cities in the world. Cellular communications were turned off, vehicle and rail traffic was interrupted, sporting events were cancelled, educational institutions were closed, and over 9000 policemen, SWAT team officers and regular army personnel were mobilized. Armored vehicles patrolled the entire perimeter of the metropolitan area, and security checkpoints were established. Special Forces personnel made the rounds of each building, warning residents not to leave home. About 6000 people in 6 neighborhoods of Boston, which is something of a symbol for right-wing patriots, were left completely isolated.

 

These photos show a seemingly deserted Boston. This is not a village in Texas. This is the capital of Massachusetts, with a population of over half a million, and twice as many guns as people. But the government gave the order, and the citizens obediently stayed in their homes, watching the policemen who were ready to neutralize anyone who challenged the new order.

Another result of the Boston terrorist attack was a step toward the strengthening of control over American society as a whole and its disarmament. The leading U.S. media was silent about the passing of the Cyber Intelligence Sharing and Protection Act (CISPA) on monitoring U.S. citizens via the Internet in April 2013, after approval by the House Select Committee on Intelligence. Law enforcement intelligence-processing fusion centers were already doing this. In early 2013, Arkansas State Fusion Center Director Richard Davis confirmed the fears of his fellow citizens that his center is spying on Americans – but only those who are suspected of having «anti-government views». Since April such activities have been legalized; in order to centralize them, the DHS is building the largest data espionage center in the country in the middle of the Utah desert. Its goal: to intercept all communications, including private e-mail correspondence, telephone conversations, and Internet searches, as well as all kinds of information about citizens: where they park their cars, where they travel, what they buy, etc. 

By creating a gigantic database of all possible forms of communication, the DHS plans to conduct «proactive monitoring» to pinpoint the locations where mass disturbances might spread in the U.S. Of course, this agency already has almost unlimited power: it can operate anywhere on the territory of the U.S. and abroad, arrest people, and physically eliminate them; it uses the services of an entire army of informers; and it has carte blanche within the country for total surveillance and fighting those whom the authorities declare «enemies of the nation». Today the DHS monitors the American media in order to «search for messages and comments that reflect a hostile attitude toward U.S. leadership and the DHS». The DHS «If you see something, say something» campaign already represents average Americans as potential terrorists, and a number of studies financed by that agency call supporters of the rights and freedoms guaranteed by the U.S. Constitution «domestic terrorists».

In addition to President Obama's 2011-2012 approval of the NDRP and NDAA, which «creates a legal framework for mass arrests of protestors and journalists during a state of emergency», in January 2013 NBC News published a 16-page Department of Justice memorandum justifying the killing of U.S. citizens using unmanned aircraft, which is being intensively lobbied for by CIA chief John Brennan. Commenting on this document, House Democrat leader Rep. Nancy Pelosi confirmed that «depending on the situation and to preserve the status quo in society», President Obama can execute Americans. Including those who have not been accused of any crime. 

«Bush could throw us in prison for life without proof of cause. Obama can execute us without proof of cause. They do this in the name of protecting us from terrorism, but not from their terrorism…» writes Paul Craig Roberts, Assistant Secretary of the Treasury during the Reagan administration and the father of «Reaganomics». «Most Americans go along with unaccountable murder, torture, and detention without evidence, which proclaims their gullibility to the entire world… The world is amazed that an insouciant people became, if only for a short time, a superpower. The world needs intelligence and leadership in order to avoid catastrophe, but America can provide neither intelligence nor leadership. America is a lost land where nuclear weapons are in the hands of those who are concerned only with their own power. Washington is the enemy of the entire world and encompasses the largest concentration of evil on the planet».
